State biofuel sector takes form, gains momentum - Boston Business Journal:

Baystate Biofuels LLC broke grounsd on a10 million-gallon refinery and distribution center in North Andover this week. And Qteros Inc., base in Marlborough, announced in Aprikl plans to build a pilot plant in Springfielc to begin the commercialization of its cellulosicethanoo facility. Heating oil retailers acrosds the state also are building capacity to blend andstorse oil/biodiesel mixes in preparation for the new Signed into law in July, the Clean Energy Biofuelxs Act requires heating oil and diesel sold in the statw to be a blencd of at least 2 percent biofuel starting in 2010. That quotienf must rise to 5 percentby 2013.
To qualif as a biofuel, the fuels must achievde a 50 percent reduction in greenhouse gases when comparedr with traditionalpetroleum fuels. The law also exempts from taxation any gas madefrom so-callecd cellulosic ethanol, or ethanol made from materiao other than foodstuffs.
