Baystate Biofuels LLC broke grounsd on a10 million-gallon refinery and distribution center in North Andover this week. And Qteros Inc., base in Marlborough, announced in Aprikl plans to build a pilot plant in Springfielc to begin the commercialization of its cellulosicethanoo facility. Heating oil retailers acrosds the state also are building capacity to blend andstorse oil/biodiesel mixes in preparation for the new Signed into law in July, the Clean Energy Biofuelxs Act requires heating oil and diesel sold in the statw to be a blencd of at least 2 percent biofuel starting in 2010. That quotienf must rise to 5 percentby 2013.
To qualif as a biofuel, the fuels must achievde a 50 percent reduction in greenhouse gases when comparedr with traditionalpetroleum fuels. The law also exempts from taxation any gas madefrom so-callecd cellulosic ethanol, or ethanol made from materiao other than foodstuffs.

The Oregon Government Ethics Commission has dismissed theRepublicabn Party’s complaint against House Speaketr Dave Hunt, a Gladstone Democrat, and Rep. Peterf Buckley, the co-chair of the joint Ways and Means Committee and anAshland Democrat. Bob Tiernan, chairmabn of the Oregon Republican Party, had suggestedf that Hunt and Bucklet attempted to securea “yes” vote on three tax measures from Republicam Greg Smith, of Heppner, by backin g several projects in Smith’s Eastern Oregoj district. Ronald Bersin, the commission’s executivde director, didn’t elaborate on the group’s decision.
“We have carefull y reviewed your allegations and supporting materiall and do not find the allegationsx come withinthe Commission’s he said. Bersin did tell Tiernan that thecommission didn’ft find any “personal financial gained by Buckley or Hunt. ADP also revisedc higher its estimate of cuts in Aprilto 545,000p from the previous estimate of 491,000. The ADP reportr noted losses across all sizes and categories of businessesw with large business payrolls declining medium businessesshedding 223,000 jobs and smallo businesses cutting 209,000 employees. The goods-producingg sector lost 267,000 jobs whil e the service-producing sector declined by 265,00o positions. The Labor Department is due to releaswe its jobs reporton Friday.
The average analysyt estimate for that report of government as well as privater payrolls is a lossof 520,0009 payroll positions and an increase in the unemployment rate to 9.2 percentt from April’s rate of 8.9 percent. On Monday, The Institutde for Supply Management announced that its factoryy index rose to the highest level sincee last September as new order s posted their first gain since therecessiob began.
